Luke Stoughton purchased 800 acres of land nestled in a large bend of the Catfish River (now the Yahara River), in 1847 for $2100. He platted the town, built a dam, lumber mill, and general store and began to publicize his community to relatives and friends. In 1868 Stoughton became an incorporated village of 950 residents. Success of the wagon companies and leaf tobacco made Stoughton's important. In 1882 Stoughton incorporated as a city.
The end of World War I marked the end of Stoughton's boom years.
Stoughton's Victorian era history is still visible today in Luke Stoughton's home, early churches, commercial buildings and City Hall.

Stoughton City Hall and Clock Tower, built in 1900, houses city offices and an Opera House. The Opera House is one of a few operating upper floor theaters existing in the United States today. The Clock Tower was used during World War II as an aircraft spotting station.
